Local Evaluation 21 is the Local Authorities online self-assessment tool for local sustainable development processes. This framework evaluates, on-line and for free, processes and progresses towards sustainable development from a local authority perspective. An automatically generated feedback report will analyse the strengths and shortcomings of a city's local sustainability process and benchmark it against the performance of other local authorities across Europe.

Local Evaluation 21 could be considered as a framework as obviously many tools are used to set up this evaluation procedure. Nevertheless, these tools (guidelines, legislation, benchmarks data, etc.) are not mentioned explicitly. An essential output of Local Evaluation 21 is the feedback report sent directly by e-mail. It provides a standardised external assessment that can be used to identify areas of success and areas of further work in local sustainable development, but also to communicate performances.

Even if the questionnaire is downloadable a home-made assessment is not possible. The assessment procedure is not transparent enough for that.
