PROSPECTS

Brief description of the framework and tools within it
Project PROSPECTS is designed to help city authorities meet the challenges set in "The Common Transport Policy" which advocates the achievement of sustainable mobility. Its principal objective is to provide cities with the guidance which they need in order to generate optimal land use transport strategies to meet the challenge of sustainability in their particular circumstances.

The principal outputs are three guidebooks.
- The Decision-Makers´ Guidebook (designed for politicians/ senior officials/ public) outlines the approach to decision making, the policy options and the support tools available.
- The Methodological Guidebook (for professional) provides more extensive advice on the support tools for evaluation, forecasting and analysis.
- The Policy Guidebook (for politicians/ professionals/ public) describes current experience with the full range of policy options.

The results of Prospects project are also available according to the tasks defined:
• Cities´ Decision Making Requirement
• Evaluation Tools
• Key modelling issues
• Initial assessment of policies

How are the tools organised within the framework?
Three ways are proposed to select the most appropriate tool:
• end-users function: politicians/ public/ professional
tool domain: decision making/ methodological/ policy
tool aim: Decision Making requirements/evaluation tools/ forecasting and analysis tools/ guidance

The toolkit corresponds to one scale of space : the city.

What language/s is the framework available in?
The Methodological Guidebook and the Policy Guidebook are available in English only.
The Decision-Maker´s Guidebook is available in English, French, Italian, German, Swedish and Spanish.

What organisation developed the framework and in what country?
The PROSPECTS framework has been developed during the research project EVK4-CT-1999-00002 supported by the European Commission under the Fifth Framework Programme.

Project partners are: Institute for Transport Studies (Leeds, UK, coordinator project), Royal Institute of Technology (Sweden), Institute of Transport Economics (Oslo, Norway), Institute for Traffic Planning and Traffic Engineering (Vienna, Austria), VTT Building and Transport (Espoo, Finland), Polytechnic University of Madrid (Spain), David Simmonds Consultancy (Cambridge, UK), MVA Ltd (UK).

What are the strengths of the framework?
The strengths of Prospects Tool box are to propose an approach by end-users profession (professional / politician / public), to present where possible a critical speech and the special care to deliver a clear, illustrated and interlinked speech (for example, the decision-maker´s guidebook can be read and understood by a non specialist).
