Brief description of the framework and tools within it
With its concept "Ecocity 2000 - on the way to a sustainable urban development in Graz" (1995) the city of Graz has developed an integrated concept to consider as many aspects of different ecological problems, topics and framework in municipal environmental policy as possible. To underline the sustainability of the concept, evaluations and pertinent reports are to be made every three years.

For each sector, indicators and parameters of sustainability were defined and the targets are evaluated every 5 years. Working groups, according to the parameters of sustainability, were established to acquire and assess the data necessary for evaluation. Furthermore, new orientation of existing parameters or additional parameters is being discussed.

Further tools used: checklists, databases, best practice examples, measure lists, decision supporting tool, list of action, action plans for every parameter of sustainability, policy tool.

The "Eco-Team of Graz" which evaluated the program is headed by the Department of Environmental Protection of the City of Graz and is made up of one representative of the Technical University of Graz, the "Karl-Franzens Universitat Graz" (Graz University) as well as the Environmental Protection Coordinator of the City of Graz and the Environmental Protection Representative of Graz, the Head of the Department of Health, the Head of the Department of City Development and City Preservation, one representative of the "Wirtschaftshof", the Environmental Attorney of the Province of Styria, the Environmental Coordinator of the Province of Styria, the Head of the Specialized Department the Head of the Styrian Provincial Government and one representative of the environmental organizations of Graz each.

The tool is very much appropriate to measure the success of the project &quto;Ecocity 2000 - on the way to sustainable city development"
The evaluation also confirms the target of sustainability for the program.
The tool seems to be very effective in guiding an urban infrastructure project. The second evaluation of the program Ecocity 2000 in the year 2004 will show what has been made out of the recommendations of the Eco team.
